He was born Feb. 17, 1926, in Cedar Grove, Mo. The oldest of ten children of Reamy and Erma Steelman. His first eight years of education were in a one-room schoolhouse on the banks of the Current River and graduated from Eminence High School in 1944.
Steelman served in active duty during World War II as a member of the United States Navy, Gunner's Mate, from 1944 until the end of the war. He graduated from the University of Missouri School of Law in 1952, and served as Salem City attorney from 1956-1957. In 1957, he was elected as State Representative from Dent County to the Missouri Judicial Circuit 42, where he was re-elected three times and served until 1994.
Steelman was a member of the United Methodist Church, Scottish Rite Masons, Rotary Club Shrine, Independent Order of Odd Fellows, Masonic Lodge, American Legion and the Veterans of Foreign Wars.
He was preceded in death by two brothers, Gurnell and Stanley Steelman.
He is survived by his wife of fifty-five years, Nelle "Maxine" L. Livesay, whom he married on Nov. 21, 1951, three children and their spouses, David Lloyd and Sarah Steelman of Rolla, Mo., Deborah Lynn and Tom Macon, Kansas City, Donald Alan and Linda Steelman, Salem, Mo.; six grandchildren, Amanda Steelman-Moore of New Orleans, Samuel John, Joe Dorman, and Michael David Steelman, of Rolla, and Livvy and Travis Ward of Kansas City, and eight brothers and sisters, Dorella Beckett, Smithville, Mo., Glenna Steelman, Poplar Bluff, Thorlene Lough, O'Fallon, Mo., Larry Steelman, Fenton, Mo., Loretta DeWitt, Oldfield, Mo., Deloris Petty, Town and Country Mo., and Helen Elmer, Nixa, Mo.
A devoted husband and father, Steelman lived a rich life committed to his family, country, and service to his fellow man.
